Unable to launch the application

Today I am receiving an Unable to launch the application error message. Details: Error: Cannot download resource. System is offline. Running Java Version 8 update 171 on MacOS High Sierra

Problem solved. Unable to launch from desktop shortcut, but launches from application folder
